Andy Maner is the Executive Chairman of NewSpring Holdings’ Federal portfolio. In this role, he provides leadership, market eminence, and strategic guidance as the firm expands its group of businesses serving the U.S. Government. The current portfolio includes three platforms: Bcore, CSpeed, and Xpect Solutions. Andy also chairs the NewSpring Holding’s Federal Advisory Board.
With over 25 years of executive leadership experience, Andy has a track record of building companies that consistently deliver excellence to clients while maintaining a strong culture of professional development and future growth. Most recently, he is the former Chairman and Chief Executive Officer of Avantus, a NewSpring Holdings Fund I portfolio company, which sold to QinetiQ in 2022 for $590M.
Andy’s previous experience includes being a Managing Partner of US Federal within the IBM Global Business Services, CEO of National Interest Security Company (NISC), Chief Financial Officer of the Department of Homeland Security from 2004 – 2006, and Chief of Staff of US Customs and Border Protection 2002 – 2004. He also served in the administration of President George H. W. Bush in the White House and as a Staff Assistant under Press Secretary Marlin Fitzwater in the White House Press Office (1991 to 1993) and accompanied the President as his aide into private life following the election. After serving in the White House, he was the Special Assistant to the United Nations Envoy to Somalia in Mogadishu in 1993.

Since 2009, Andy has served on the Board of No Greater Sacrifice, a veteran’s charity focused on education for children of the fallen and severely wounded.
Andy holds an MBA from the J.L. Kellogg Graduate School of Management at Northwestern University and a Bachelor of Arts from Purdue University.
